Town Council
Joe Capodiferro, Chair (incumbent)
I have served on the Town Council for six years, including two years as your Town Chair and two years prior as Vice Chair. As a third-generation resident of Farmington, a 26-year veteran of the Farmington Police Department, and an active volunteer with several nonprofit organizations, I know our town well. My wife of 22 years, Kim, and I have two children, Cooper, 19, and Nathan, 22. Both of my sons graduated from Farmington High School and are currently electrician apprentices.
Why am I serving?
I volunteer because I love this town. Farmington is well-managed, with outstanding schools and excellent town services. Maintaining a strong commercial base has allowed our residents to consistently enjoy one of the lowest mill rates and taxes in Farmington Valley. I look forward to continuing the long history of fiscal responsibility in our town.
During my two years as your Town Chair, we have accomplished significant projects:
Opened a new, state-of-the-art high school.
Began renovating the historic 1928 high school building into the new Town Hall.
Continued investing in road construction and repaving.
Built a new splash park and pickleball courts at the Westwoods Recreational Complex.
Replaced roofs and upgraded heating and ventilation systems at the Police Department, Community Senior Center, and Westwoods Upper Elementary School.
Upgraded the heating and ventilation system at the Highway and Grounds Department.
Secured major grants to offset costs for our community, including a new Dial-a-Ride bus, Westwoods clubhouse improvements, Tunxis Meade Park enhancements, and the Burlington Road reconstruction project.
Farmington is a model for manufacturing growth, recognized as a regional leader in advancedčna manufacturing. We have maintained strong financial stewardship, with one of the lowest tax rates in the region and the highest financial bond rating. During my four years on the Town Council representing the 1st District, I have supported the new high school, created our Racial Equality Taskforce, and served as liaison for the TPZ, WPC, Human Relations, 1928 Building, and Land Acquisition Committees. I have consistently supported maintaining a low tax rate without reducing services to our citizens, many of whom moved here due to our low taxes.
I graduated from Farmington High School and had the honor of following in the footsteps of my father and grandfather when I joined the Farmington Police Department, where together they served for 60 years. I am extremely proud that my family and I have protected this community for over 86 years.
Early in my career as the Community Police Officer, I regularly met with local businesses and residents, gaining a deep understanding of their needs and concerns. As the K-9 Police Officer for over 10 years, my K-9 partner Drak and I visited our schools and students, offering a fresh perspective on our town.
Community service has always been important to my family and me. I recently completed a nine-year term on the board of the Farmington Community Chest, am a proud past member of UNICO, and a former board member of Amy’s Angels. I am honest, hardworking, and fiscally responsible. With my background, I am confident I can represent our community for the next two years as your Town Council Chair.

Why I’m Running?
I am volunteering for Town Council because I have come to truly love the Town of Farmington after moving here in 2020. I grew up across the river in Glastonbury with parents who both served on Glastonbury's Town Council, and I value public service and participation in local civic life. My wife and I chose Farmington to raise our family in because of the incredible quality of the services provided by the town, the top-tier education system, and the beautiful historic and agricultural areas. I have served on the Farmington Historic District Commission for the past year, and would be honored to take on the additional responsibilities of representing the 1st District on the Town Council. I am committed to doing my part in ensuring that Farmington continues to be a wonderful town, and that thoughtful decisions are made to ensure that future growth is consistent with the town's character.

Why I’m Running?
I am volunteering for Town Council because I love Unionville and Farmington and I have sincerely enjoyed participating in our local Government these past 6 years. As a council member I will continue to put the residents of our town first in every decision I am a part of. I am a 5th generation life long resident with deep roots in town. I am a father of 3 kids, all of which attend Farmington Public Schools. I care about our town's history and while we all know change is a constant I will always work to make sure any changes are smart, necessary and that they fit the character of our town. I believe strongly that it is the responsibility of Town Council to keep our services top notch and carefully monitor our spending. I grew up in Unionville, I am a product of Farmington’s 2nd District I am honored to represent it as a member of Town Council.

Why I’m Running?
As a resident, parent, business owner, and volunteer, I am running for Town Council to preserve and expand the remarkably high quality of life we enjoy here in Farmington & Unionville. In 2022, I retired from a 43-year career as a regulatory accounting analyst with Northeast Utilities. Since 2005, my husband and I have owned and operated Farmington Jewelers in Unionville, where we’ve treasured the opportunity to build close relationships with so many of our fellow residents. I spent a decade as a member (and former President) of The Farmington Community Chest and the Unionville Improvement Association. As a member of the Town Council, I will continue to work with anyone who shares a desire to strike the appropriate balance between low taxes, wonderful schools and the excellent services that we cherish – those things that brought many of us to this town and keep us here. Why am I running?
I am running for the Farmington Board of Education as I strongly believe that a strong educational system produces exceptional adults, contributes to the benefits of living in Farmington, and entices new residents to relocate here, which impacts our mill rate and the taxes we pay. I believe strongly that the Board of Education needs to be a responsible fiduciary of the tax dollars it receives while advocating for the best in education.

Why am I running?
I am volunteering for Board of Education because I love Unionville and Farmington. Farmington has been my home since I was 3 when I moved here from Bristol. I went from Pre-K all the way to Farmington High School. The school system is one of the reasons I am the man I am today! The teachers are great, as well as the education system. As someone that has went to school here, I want to make sure the students of Farmington have a great education and make sure they have a bright future. I will also make sure that the parents of the students have a say in their kids education and make sure their voices are heard.

Why am I running?
As a lifetime Connecticut resident, I moved to Farmington in 2016 because my wife and I appreciated it for what it is: A welcoming town that has kept its character and community while providing stellar services with easy access to all the area has to offer. I am seeking election to the TPZ to serve my community and for my own personal enjoyment. For service, I recognize a well-run TPZ as one of the critical ingredients to ensuring that Farmington keeps what makes it so special, while smartly growing opportunities for commerce, recreation, and connection for its residents. I want to give the time to further that mission. For myself, I genuinely enjoy getting to learn about what members of the community are up to. An individual starting a home business, a store evolving its offerings, or a resident improving their home, I have enjoyed getting to watch members of our community branch out while taking care to preserve what makes Farmington so special. Why am I running?
For the past 33 years, my husband, Marty, and I have been proud to call Farmington our home. I have been an active member of the Farmington Republican Town Committee since 2006, have served on the town’s Human Relations Commission since 2007, and was recently appointed a Justice of the Peace.
Over the course of my life and a more than three-decade career as an Assistant State’s Attorney, I have been guided by a deep dedication to public service and the rule of law. I now seek to continue that commitment by serving as an alternate on the Farmington Zoning Board of Appeals.
Throughout my legal career, I worked diligently to uphold justice and ensure public safety, handling a wide range of cases—from minor traffic violations to serious felonies. This experience sharpened my legal and analytical skills while reinforcing the importance of impartiality, sound judgment, and a balanced approach to complex issues.
As someone deeply invested in Farmington’s future, I believe zoning decisions must be made with thoughtful consideration for both individual property rights and the long-term interests of our community. As a life long resident of Unionville, I would like to become Constable for the Town of Farmington for a few reasons. First, I would like to do all I can to keep our tax rates here low. Farmington has done a wonderful job keeping a reasonable mill rate. I would like to do my part in helping it remain that way. But mostly, I grew up with a family of Town Constables and would be honored if I could continue my family's legacy. I am a graduate of Farmington High School, Class of 1986 and some of you may recognize me as a friendly face at Unionville's Dollar Tree where I have worked part time for the past three years.
